Project Control Group Biographies


The Project Control Group (PCG) will be the “single point of accountability” for the Project Manager, QS, Architect and the entirety of the redevelopment project. PCG consists of stakeholders who can, by virtue of their experience and areas of expertise, provide effective and informed project management and organizational change guidance throughout the project’s life cycle. The PCG will oversee the overall project scope, schedule, and costs. To be more precise the PCG will oversee:


  • A Tender Subcommittee (TSC);

  • A Communications Subcommittee;

  • A Project Advisory Group;

  • Various Working groups; and

  • Focus groups. 


PCG is likely to meet weekly throughout the project.

Scott Weber


Scott has been a Member of the Strategic Planning Committee for six years, and has served as the Club's secretary and vice president prior to his current role as Club president. As the regional general counsel for a Silicon Valley MNC, Scott is frequently consulted to solve problems creatively and productively in exceptionally challenging environments. He has managed complex litigation regarding construction projects both early in his career and more recently in India.


Dennis Lock


Over the last 3+ decades Dennis has established and managed many large, complex ($100+ million) projects employing multidisciplinary teams. His recent focus has been on the remediation of “broken” projects, which were not set up correctly, and the development of project delivery capabilities and coaching. He grew a management consulting practice, which he then sold to a major services company. Dennis was a Member of the Nominating Committee and then Vice Chair of the Leadership Development Committee of the American Club over the last 4 years. He has contributed to the strengthening of the committee and governance processes including strengthening the matching of volunteer skills to the right roles.


O.B. Wetzell


O.B. came to Asia in 1992 with 30+ years of background in construction of high-end houses (160+) and restaurants (30+). This career also included the construction of three schools, three shopping centers and major historical restoration projects. He has managed construction projects in eight countries and has worked with NGO's, governments and multinational corporations.


O.B. is now the CEO of a Sustainability Consulting company and a resort Project Management Company. The PM company is currently engaged in three large projects in Thailand with a sum total construction cost of over two hundred million. The sustainability company includes three LEED professionals and is currently consulting within Bahrain, Myanmar, Thailand and China toward more efficient built environments. O.B. is kept young and keen by tennis, three fabulous daughters and lots of traveling.     


William Scarborough


William has been a licensed CPA for over 30 years with experience in finance, human resource, operations, and facilities management. He is currently Chief Financial Officer for Singapore American School after 20 years of experience in finance and administration with the University of North Carolina - Chapel Hill and Duke University in Durham, North Carolina. 


William has been a Club Member for over seven years with four years on the Finance Committee. He has served as The Club's treasurer and a General Committee Member since May 2014. 

Aaron Kim


Aaron is currently Managing Partner of Valparaiso Capital Partners, a private equity real estate firm with over $1 billion assets under management. He has been in Asia for over 20 years and has worked on real estate-related developments in Singapore, Hong Kong, China, Japan, Philippines and Australia. Also a member of the General Committee and Design Review Committee, Aaron hopes to serve The Club by contributing his professional expertise as real estate developer and experiences in architecture design & development, construction management, construction financing, Singapore URA submissions and Singapore property law.

Scott Morris

Scott has over 20 years of experience in banking and commercial real estate, with experience in real estate financial modeling & analysis, risk management and structuring for projects like The Club’s redevelopment. Here in Singapore he has his own firm, SWM Advisors, engaged in financial consulting. Scott has been a Member of The Club since mid-2015, when he relocated to Singapore with his family from Chicago.
